The DRC military has begun shielding the FDLR.
On October 10, 2025, Gen Maj Sylvain Ekenge Bomusa, spokesperson for the Armed Forces of the Democratic Republic of the Congo (FARDC), stated that the FDLR rebel group has begun complying with disarmament directives issued by the RDC military.
He urged FDLR fighters to surrender to RDC authorities or MONUSCO peacekeepers, warning that failure to do so would result in military action, as outlined in the Washington peace agreement signed in June 2025.
Ekenge claimed that FDLR fighters are located in Rutshuru territory, under AFC/M23 control, and that the rebel coalition is blocking their surrender.
“They want to disarm, but they are being prevented,” Ekenge told Deutsche Welle.
However, he admitted not knowing why AFC/M23 would obstruct the process, while reaffirming RDC’s commitment to continued outreach and pressure on the FDLR.
Rwandan officials have challenged Ekenge’s narrative. During the Joint Security Coordination Mechanism (JSCM) meeting in Washington DC on October 21–22, observers confirmed that FDLR fighters had not begun disarming.
In July 2025, Rwanda’s Foreign Minister Amb. Olivier Nduhungirehe revealed that FDLR elements had been integrated into RDC’s army and Wazalendo militias, and that Rwanda possesses detailed intelligence on their locations and units.
“They’ve been absorbed into the army and Wazalendo. We know exactly where they are,” Nduhungirehe said.
Intelligence Confirms FDLR Leadership Presence
Rwanda’s Financial Intelligence Center (FIC) recently listed 25 Rwandans as terror suspects, including top FDLR leaders:
Lt Gen Byiringiro Victor (FDLR President) and Gen Pacifique Ntawunguka aka Gen Omega (FDLR military chief)
Both were reportedly located in Buhaya, Walikale territory, as of October 14, 2025
