Rwanda tops Africa in rule of law index 2025
Rwanda has ranked 1st in Africa and 39th globally in the 2025 World Justice Project’s Rule of Law Index, outperforming 143 countries in transparency, justice, and governance.
In the newly released Global Rule of Law Index 2025 by the World Justice Project (WJP), Rwanda has emerged as the top-ranked country in Africa out of 34 nations assessed. Globally, Rwanda secured the 39th position among 143 countries, marking a significant achievement in legal governance and institutional integrity.
Regional and Global Performance
– Africa Top 5: Rwanda, Namibia, Mauritius, Botswana, Senegal
– Africa Bottom 5: Mozambique, Ethiopia, Mauritania, Cameroon, DR Congo, Sudan
– Top 10 Globally: Denmark, Norway, Finland, Sweden, New Zealand, Germany, Luxembourg, Ireland, Netherlands, Estonia
– Bottom 3 Globally: Cambodia, Afghanistan, Venezuela
Rwanda also ranked 1st among 16 developing countries, followed by Malawi, Gambia, Burkina Faso, and Liberia.
The Rule of Law Index evaluates countries based on eight key factors:
– Constraints on government powers
– Absence of corruption
– Open government
– Fundamental rights
– Order and security
– Regulatory enforcement
– Civil justice
– Criminal justice
Rwanda performed strongly across nearly all categories, particularly in transparency, security, and anti-corruption efforts.
Despite Rwanda’s success, the report warns of a global recession in rule of law. In 2025, 68% of countries saw a decline, up from 57% in 2024, with concerns over shrinking civic space and judicial independence.
The report is based on input from over 215,000 respondents and 4,100 legal experts across 143 countries, making it one of the most comprehensive and trusted assessments of legal governance worldwide.
