Kagame to new senators: “Rwandans want much, make the most of what We have”
President Paul Kagame has called on Rwanda’s newly sworn-in senators to take their responsibilities seriously, reminding them that Rwandans have high expectations and that the country’s resources are limited. The remarks were made on October 24, 2025, during the swearing-in ceremony of six senators, including four presidential appointees and two elected by the Political Organizations Forum.
“What Rwandans want is far more than what we can afford. That’s why we must use what we have wisely,” Kagame said.

– Dr. Valentine Uwamariya (new)
– Alfred Gasana (new)
– Elected senators:
– Dr. Frank Habineza
– Alphonse Nkubana
The ceremony took place at Rwanda’s Parliament Building, with Kagame presiding.
Kagame emphasized that good governance requires more than well-written policies. He challenged senators to ensure that national strategies are implemented effectively, not just documented.
“What’s written must be done. It must not stay on paper,” he warned.
He also stressed the need for accountability, saying that those who fail to fulfill their duties should be held responsible to prevent repeated mistakes.
With the new additions, Rwanda’s Senate now consists of 26 members, evenly split between 13 men and 13 women, reflecting the country’s commitment to gender parity in leadership.
