17 Rwandans, including former FDLR fighters, repatriated via Rubavu border
The United Nations Mission in the Democratic Republic of Congo (MONUSCO) has announced that 17 Rwandans, including five former members of the FDLR rebel group, have been repatriated to Rwanda. The group, which also included nine children, crossed into Rwanda through the Grande Barrière border post in Rubavu District on November 13, 2025.
According to MONUSCO, since January 2025, a total of 166 former FDLR combatants and their families have returned to Rwanda. This is part of ongoing efforts to dismantle armed groups in eastern DRC and facilitate the safe return of displaced persons.
Reintegration at Mutobo
Upon arrival, former combatants are taken to the Rwanda Demobilization and Reintegration Commission (RDRC) center in Mutobo, Musanze District. There, they undergo training programs that include: Rwanda’s history and civic education, vocational skills development and support for socio-economic reintegration.
These programs are designed to help ex-combatants rebuild their lives and contribute positively to society.
On October 30, 2025, the RDRC successfully reintegrated 143 former FDLR fighters who had completed three to six months of training at Mutobo. The Commission reaffirmed its commitment to continue supporting those who choose to return peacefully.

The latest repatriation highlights Rwanda’s ongoing collaboration with MONUSCO and regional partners to address insecurity in eastern Congo. It also underscores Rwanda’s dedication to providing safe reintegration pathways for its citizens, ensuring that former combatants and their families can transition into stable civilian life.
