Central African Republic President Touadéra arrives in Kigali for two day visit
On November 23, 2025, the President of the Central African Republic (CAR), Faustin-Archange Touadéra, arrived in Kigali for a two-day official visit. His arrival was confirmed by Rwanda’s Ministry of Foreign Affairs through a statement on X.
Touadéra was received by Rwanda’s Minister of Internal Security, Dr. Vincent Biruta, underscoring the strong partnership between the two nations, particularly in the field of security cooperation.
Rwanda’s Role in CAR Security
Rwanda has been a key partner in CAR’s stability efforts.
– In 2014, Rwandan troops first deployed to CAR under the African Union mission (MISCA) to help restore peace after violent conflicts erupted in 2012.
– Shortly after, they transitioned into the United Nations mission (MINUSCA), tasked with protecting civilians, securing UN facilities, and safeguarding CAR’s leadership.
– In 2020, Rwanda reinforced its presence through bilateral agreements, sending additional troops and providing military training.
By March 2025, Rwanda had trained the third cohort of 438 CAR soldiers, equipping them with skills in enemy detection, combat strategy, map reading, and jungle operations.
Beyond Security
Over the past 11 years, Rwanda’s involvement has gone beyond military operations. Rwandan security forces have also contributed to community health services and initiatives aimed at improving the lives of CAR citizens.
In February 2025, Rwanda and CAR signed a new bilateral security cooperation agreement, further strengthening ties between the two countries.
Visit Ahead of Elections
Touadéra’s visit comes just weeks before CAR’s presidential elections scheduled for December 2025. In July 2025, he announced his candidacy for re-election, making this Kigali trip both a diplomatic and strategic engagement.
This visit highlights Rwanda’s growing role as a regional security partner and CAR’s reliance on Kigali’s expertise in peacekeeping and military training. It also reflects the broader cooperation between African nations in addressing instability and building sustainable peace.
