AFC/M23 has rejected a new draft peace proposal that centers on the “restoration of state authority” in eastern DRC. The group argues that withdrawing from Goma, Bukavu, and other territories would mean abandoning their people, and instead calls on Kinshasa to recognize and collaborate with its autonomous administration.
“We will continue to lead the liberated territories to ensure peace and development,” said one AFC/M23 delegate in Doha.
Since capturing Goma in late January 2025 and Bukavu shortly after, AFC/M23 has established parallel governance structures, including:
Governors for North and South Kivu. Mayors, police forces, and civil administrators. Local development and security initiatives
The group frames its administration as a barrier against Kinshasa’s corruption and its failure to neutralize armed groups like the FDLR.
The DRC government maintains that AFC/M23’s actions constitute a violation of national sovereignty and insists that withdrawal from all occupied areas is a non-negotiable precondition for any peace agreement.
Despite this, AFC/M23 claims it has improved security and protected human rights in the territories it controls, positioning itself as a stabilizing force in a region long plagued by violence and neglect.
