Rwanda and Qatar deepen strategic ties during Doha summit
On November 4, 2025, Rwandan President Paul Kagame held a bilateral meeting with Sheikh Tamim bin Hamad Al Thani, the Emir of Qatar, during the World Summit for Social Development in Doha. The discussion focused on enhancing cooperation between the two nations across key sectors including investment, tourism, and aviation.
According to a statement from Village Urugwiro, Rwanda’s presidential office, the leaders reaffirmed their commitment to a mutually respectful and development-driven partnership.
Rwanda and Qatar continue to build a robust alliance in air transport and infrastructure: Qatar Airways is expected to acquire 49% of RwandAir, Rwanda’s national carrier. Qatar also holds a 60% stake in the Bugesera International Airport project, having invested $780 million toward its construction.
Once completed, the airport is projected to handle 14 million passengers annually, positioning Rwanda as a regional aviation hub.
This meeting follows a previous engagement on September 12, 2025, when President Kagame visited Qatar for bilateral talks. The consistent dialogue reflects Rwanda’s strategic push to:
